I have never seen a horn on a gas tank, CB/cl160 Speedo and list keeps going.
Those look like scrambler rims would the speedo even be accurate? It looks as though a cb/cl160 married a scrambler with a dream engine.

Welcome to the site. I will throw in my two cents, had the same issue with a cb350. Turned out to be a timing issue and rusty gas tank fouling the carbs. Also had a loose muffler.
