Ordered a proper replacement from olypen (retro bikes) and installed it yesterday, works great overall. One of the pads rubs just a tiny bit but it's MUCH better than before.

Yes sir. It seems that the PO had an incorrect cable attached, the sheath is nearly as long as the cable. The cable measures 53" and sheath is probably 50-51.

I believe I have stock bars, they may be slightly lower but I think the sheath is the culprit. It appears to be too long compared to pictures I've seen of the stock cable. Last season I rebuilt the front wheel, checked the brakes, etc. I'm having an issue now with the brake (go figure).
