I thought that you were referring to the multi-holed seal under the part that you rotate to operate the valve. Sorry.

If the washer appears to be good then it must be in the body. Perhaps the casting is poor. Sadly some reproduction parts are good and some aren't. I ended up paying $150 for a pair of shocks from Thailand that are just not usable and there's nothing I can do about it.

I did that once. :-( It was a long time ago and about all that I remember is that the bike ran but the points plate had to be rotated a lot making it hard to set the timing. The timing is critical on these engines. If it is too advanced the spark plugs overheat and there is a chance of melting a hol...

If your chain is worn enough that it easily jumps a tooth when not tensioned, it might make sense to install a new one while you're at it. They're still easily available at reasonable cost. You can pull the master link and use it to attach the new chain to the old after which you just turn the crank...
