how to remove front shocks lower bolts??

67 ca77, trying to get out the Philips type head bolts out of the lower front shock. took off the nut, do the bolts screw out or can I pound them out?

Im also stuck on this. Ive tried impact driving on the phillips end and heating the base of the fork with a torch, to no avail. Let me know if you found any tricks or solutions.
Im trying to get a bent front fender out

It probably will not help much but the screws need to be unscrewed. When I did it one came out and the other was destroyed in the process. They are a special design and I made new ones using low head stainless steel allen screws and machined the heads to fit. It helped to remove the sub assembly with the screws still tight and hold it in a vise, it was an impact driver for one and the second was carefully drilled out.
