HMRC have advised me to fill in form C&E109 and send to Salford car (automobile!) NOVA registrations.
Just fill in the form with any details you have, my bike was a pile of bits as well with just a receipt from the person I bought it from, I didn't mention import dates as it could have entered the country in the 60's, I got a NOVA with no problems, I then set about the restoration.
I did take a picture of it with all bits in position to give the impression I had bought a complete bike, thought it may help at the registration phase to show I hadn't put it together from various sources.

hi there,
I finally had success on Friday of last week. turns out i was initially given incorrect info by hmrc and had my application rejected but thanks to a very helpful lady called Emma in Belfast i had the whole nova put through start to finish in about 4 hours.

the form you need is the C&E 109 yes and you only need to fill in the bits you can i also sent a receipt from the guy i bought it off in this country and a photo of the frame number. i emailed it all to the following email address ecsm.nchcars@hmrc.gsi.gov.uk then followed up with a call to the same office on this number 03000 579069 its a small offices so you get straight to the office and dont have to press 1 for this of 2 for that.

if you prefer to post it send to:
car team 8th floor
dorchester house
52-58 great Victoria street
belfast county antrim bt
bt2 7wf

this is the address on the letter they sent me from the office

i got an email back with in an hour or to with an invoice and how to pay, the whole thing was sorted by the end of the day. Im currently waiting on the dvla to see if its all been accepted now but im confident the NOVA side of it is all fine

hope this helps Mike

yes but not much. HMRC had no record of duty ever having been paid on my frame number so they said that anything that pre dates nova with no record gets charged at 5%. I wanted it delt with quick as poss so didnt have an issue paying the whole £22.50 to get the certificate

Okay thanks, you are the first person I have heard of who has had to pay anything, maybe they have now found a way of making it pay.

Sounds reasonable compared with what I was expecting....
