1968 CA160 redlines on start

I have a 1968 CA160 that redlines after I start it. I bought the bike as a non-runner and did the following to get it started.

Cleaned the carb.
Set the floats to 19.5mm
Flushed the gas tank.
Lubed the throttle cable

The throttle grip sticks but it did that when I got it also. There is quite a bit of wear in the tube. I lubed the cable and wonder if it is holding the throttle on? I have no idea what to set the screws on the carb to so I set the Air screw (?) to 1.25 turns out. The smaller screw is set to 3 turns out. this one sticks into the venturi and appears to limit the throttle position.

Any ideas? I am so close to ridingit after working on it for a long time that I can hardly wait. Thanks.

Figured it out.

Spring is missing on the throttle speed screw. Whenever I rev the bike, it turns itself in and wont let the throttle slide down.
