Brass fittings?

I had a 305 dream in high school and 45 years later I just bought another one. I have two questions about this bike. There are two brass fittings on the bottom of the engine casing near the sprocket housing. One is capped, the other has external threads, but is not capped and is dripping oil. What is their Function? Also, when I use the electric start, there is a clunking rattle as it turns over. Any ideas?

The early ones had dry sump lubrication. Is there an oil tank on it?

It is possible that someone had rigged up an external oil cooler at some point.
