How to set points gap/arcing

The 1966 Superhawk I am restoring has a lot of arching going on around the points, which appear to be set at about .011. The spark plugs are new, and I have not checked their gap. I have new points that I have not installed because the shop manual (page 7) is confusing, to say the least (it says 0.3 - 0.4, .0118 - .0157). These settings don't seem to make sense.

What should the setting really be?

It appears that the points gap is at it's maximum when the line on the rotor is pointing at right angles away from the contact. Correct?

I replaced the screw eye connectors to the points, and they may be slightly larger than the original. Could this be causing the arching?

Help! The snow is coming.
