All of our starter chains are slack and some do rest on the lower case. We just don't speak about that, or the size of the ball bearings in our clutch actuators.

All seriousness aside, where did you get your "correct" chain that is too short? If it didn't come in a Honda box with 28101-253-000 ...

Well HONDA painted all frames then stamped the numbers through the paint.
