I think its pretty clearly one of a couple things.
1. I still dont have the springs to spec because the tolerences are close and I am doing this by trial and error.
2. These rivets are loose on the advancer and the problem isnt the springs at all.
If LM is still willing to sell me a sproket with springs set to spec, I am a willing buyer!

I am back on the advancer project this week.
Have not been able to source a replacement sproket, so I am going to take another run and tweaking the springs.
Will post and update this weekend.

I sent you a PM on it a few weeks back. Did you get it?
If anyone as one set to spec ready to sell, I got cash!

I got her open, and all four rivets on the sproket are loose, and can be turned.
One rivet is loose enough that the peg holding the far side of the spring is kinda pulling towards the weight side.
Can anything be done to tighten these rivets while the sproket is on the bike?
Pulling this sproket seems beyond my capability.

Third time seems to have been the charm.
Latest attempt at setting the spring tension has resulted in solid idle at 1200, and advance around 2800-3000.
No funny business.
Still a little flat off the line, but I suspect that is tuning and not an advance problem.
Thanks again to everyone that helped.
Wish I could tell others what the right tension is, but its not as question of the length of the spring, but rather how it fits on the sproket.
I set it just tight enough so there is no slack in the spring, but not so tight that the spring was under tension.
Hope that helps the next person.

200 miles and still running right.
Throttle is a little sticky still. Is it safe to put regular cable lube in there?
Still need side stand, good mufflers, and starter fix - it spins without catching, which I think means starter clutch rebuild.
Avon tires going on next week, then going on 150 mile day ride. Hope I am not walkin back....
