The profile is not as complex as it looks, imagine just inserting a vee shape about 1 1/2 inch across on each corner to get the flare. I did as you said and inserted a wire to get the rolled edge right and give it strength.

The front fender is beyond reprieve, the trailing edge as well as the sides were trimmed far beyond what could be reasonably restored with my limited resources, so I got lucky and a found one that had slight, but rectifiable damage for relatively few pieces of silver. Plenty to get on with in the meantime.
