What other luggage rack will adapt to 64 Dream
Here is another option in the form of the Wald Bicycle Rack.
The Wald rack used to be a favorite of mine back in my bicycle building days. I used to cut them up and butcher them for different purposes. But just last weekend I decided to break out the angle grinder and see if I could mod up one of these Wald's for the Dream.
THe plan is to use P-clips to mount the rack to the bottom of the seat frame.
I'll post updated pics once I get it all worked out.

After posting yesterday I was inspired to finish this project.
The P-clips were easy to find at my local Lowes and everything turned out surprisingly well!
The trim rail needs to be removed and the seat cover peeled back a bit to gain access to the seat frame but everything else is pretty straight forward.
If I were to do it again I would probably go for longer screws as it was a bit of a pain to get the nuts to catch a thread while attaching.
