Fouling plug on a ca 77

Hello,
I am new to the forum. I have a 1964 ca 77 that fouls the left plug when cold quite a bit. I've changed the plug wires with Packard 440 wire, done new points, new plugs, timing is correct. My feeling is maybe a coil problem. Anyone have any ideas? It is a single point system.
