Sorry about that it is a 1965 CL77. Will get some pics up tomorrow. Yes I lossened the bolt on the outer cover and turned the flat blade adjuster but to no avail.

I just recently obtained this bike (1965 CL77) this is my first bike. I'm a newbie when it comes to working on bikes.
