there is no normal (by eye) the chain must be allowed to relax against the roller and rod and spring. with that relaxed (under spring pressure)it sets the proper chain tension. then you lock the set screw this locks that new tension permanently. or until the next service point on the time miles sche...

that means it was too tight before. (or worse) this shaft is spring loaded it only releases its spring force when you loosen that pinch bolt. it sets the tension.
