I've not seen anything that really deviated from that by much if any.

doesn't surprise me. These charging systems are marginal at best at idle. Both my 750 Hondas act the same way, a few revs and they will flash.

As I recall, a solution is to put more load on the flasher and it will do a better job of flashing at lower voltages.

that bike would have to be absolutely perfect IMO to bring that kind of money. That problem is a full motor tear down and split.
