Yes, the inner tube is welded in place and No there are no O rings in there, go ahead and get it powder coated, don't forget to clean up and then mask of the threads first though.

If the rear shoes are worn 'a lot' why would you want to re-use them at all? Since the front wheel is normally responsible for around 80% of the braking I can't see why it would be 'normal' for the rears to wear more quickly. Dave, Happy to offer advice, I'm actually not that far from you at Chesterfield in the UK. I have lots of info on these bikes.
