Should a cold ca77 only start when you use the choke. I was reading Bill Silvers manual and he says if a bike starts without using the choke this is a sign of richness. Mine always starts without choke, so do I need to adjust? If so what do I adjust, it idles fine, 1 1/4 turn out on the fast idle, but it is fouling the plugs.

Have you checked the float level in the carb?

yes, it is set at 26.5 mm. Do most dreams need choked to start?

Worn needle and needle jets are always suspects. Inspect your needle and see if you can find any numbers or brand markings. I have seen some really poor aftermarket carb parts recently and I as many forum members recommend using real kehin brass whenever possible.
