Runs Rich, Oh No Not Again

Getting ready to pull off the carbs and would like anyone's thoughts on the following:

1. Runs rich. Isn't that a unique problem. Not. Fouls plugs in about a half hour of riding. I've read all the posts with a wide variety of recommendations. What are the areas to check with the highest probability of success?

2. Won't start with full choke. Half only. After starting there appears to be no change moving the choke from half to off, and back.

LM - Thanks for the prompt reply. I have gone through Ed's scheme twice. All electronic parts are new. Good compression. Carb's are rebuilt. Weather's great in the desert, and I want to ride. Can't go far until I get this resolved.
