Explain "no continuity to ground" in this context.
If the starter were connected, there would be a path to ground through the starter. Once the starter is disconnected, there is no longer a designed path to ground for that terminal (post). The other big post would normally be connected to the battery + so it is not grounded either; therefore, neither of the big terminals (posts) should have a path (continuity) to ground.

So..through testing, I determined that my frame was hot. I continued to get weird readings from the solenoid also. eventually realized that the pos was sending power to the solenoid and the solenoid was sending power to the frame. The copper piece on the bottom side of the positive terminal on the solenoid had gotten turned and was touching the solenoid body. Thus the current through the bike frame. I repaired it, and I can reconnect the battery as normal.

On to the petcock.....

Don't know about actually "going bad", but with the air filters off, and using a mirror and a flash light, can you see gas spilling up into the throat of the carb? Are you over flowing one, or both? If you haven't already, check the bowl float valve(s) to be sure it isn't stuck in the up/open position. Another thought, will it overflow with the tank gas cap off?
