carb bowl differences

I have two Carb bowls from dreams. Both have the stem in them, but one has another fitting in the bottom with a screw adjustment outside of the bowl. What is this screw for, and why do they not both have them.

You might be looking at a drain screw, some carbs have them and others don't. Pretty handy to have if you want to drain the carb for winter storage.
