ca77 1966 Honda dream 305 steering stem

Hello,can anyone tell me how to loosen. I can turn it to the left so far,then it gets tight again. Same thing if I turn the Square nut to the right.Do I need a special spanner type wrench to hold underneath the white metal plate (see pictures) thanks

Turn the square nut to the left while turning the other to the right. If I recall correctly, I used an adjustable pin spanner on the lower nut.
