I have a 1966 CL77. It runs fine, shifts fine 1-4 and downshifts fine. But if I come to a stop and the bike is still in 3rd or 4th it will not downshift if the bike is not moving. I was told that this normal and to rock the bike back and forth and it will shift. Is this normal?

That's normal for every bike I've ever owned. I don't know the whole situation for what you're describing, but my take on it would be that it's dangerous to come to a stop without downshifting. I've always relied on engine braking as much as I have the actual drums.

Why would you ever come to a stop while still in 3rd or 4th?

I suspect that the clutch is letting enough power through that the gears are leaning on each other and thus tough to slide along the shafts. This may be normal, especially for older clutch plates that have absorbed a bit of oil and thus thickened a bit.

If your clutch cable is the least bit loose, the clutch will not release as much as it can.
Maybe tighten the cable until the clutch lever has only 1/2-inch of slack at its end.

We know that second gear can wear out and be almost unusable for acceleration, but it is still useful for gearing down and stopping. Try that; if you like it, and do it, you will be in second when you stop, and may be able to shift easily to neutral or first.
