Kickstart spindle pawl

Reassembling my cb77 motor. When I have installed the kick start stopper bolt should the kick start spindle pawl be completely disengaged from low gear. When I spin it by hand I can still hear the pawl clicking. Thanks in advance for any advice.

That is normal.
Turn the shaft clockwise to stop when you install the cover. ..........lm
