Yeah, you and everyone else with a CL77.
If there is rust, the chrome is penetrated. Chrome does not rust. Steel rusts.
Those rims were designed to rust with those deep valley that held water.
I powdercoated mine in chrome powdercoat. Look sorta like polished aluminum. Cost $60/rim. Was a good rememdy for the short term. They were too pitted to rechrome.
You might find a set. Plan on spending big bucks because they are rare. You might just want to go for a set of Excel shouldered alum rims. Look great, weigh much less and don't rust.

I have built a couple CL'S using GL1000 front rims. they are a shouldered alloy rim that can be had pretty cheap. they work fine with stock spokes (the setup is better on small brake bikes) . yes. good chrome rims are very hard to find and rechroming is very expensive (about $300/per rim around here)
