It sounds like you are dealing with two separate items
1. The sticking throttle
2. What ever is causing a lack of power under load.

The throttle could be a damaged cable, often one strand breaks loose and can foul. Often up near the top where it rotates in the hand grip or where it locates in the slide at the top of the carbie. You need to inspect. You can unscrew the top of the carb and pull the slide out to check operation. Be sure to put the slide back in the correct direction.
If the throttle uses the twist action which relies on a slide moving laterally in the bar under the grip, perhaps it need a bit of grease.

Throttle cables are readily available from Classic Honda restorations or David Silver spares.

If the bike starts up and idles but struggles under load. It could be a few things, ignition timing?

If it was running better before you cleaned the carbies the float valve could be sticking or the main jet may have something obstructing, if a bit of debri was dislodged in the cleaning process. Float level could be set wrong also..

If it ran fine why did it go to a mechanic?

The throttle problem is probably in the cable routing. Open the throttle until it sticks and then trace the path of the cable. Poke and pry at the cable until it releases.

If it in fact ran "fine" prior to the carb repair then obviously that work caused the problem. Could be debris in the carb or improper float level. One way to check is remove the spark plugs and look at their color. Should be a light tan color.

The problems you are having are very basic and quickly diagnosed by anyone with gas engine experience. Because of your lack of knowledge I am afraid you on the path of making it worse instead of better.

I feel the same way. I just thought cleaning of the carbs would make it a smoother ride. Also I took out the filter and it's been running without a filter so that may affect something? It was running tough when I bought it and I changed the spark plugs. I will look into the throttle cable and see if that's the main cause. Hope it's minimal

Thanks guys for the effort. Will update you guys soon with pics

Put a filter in the fuel line!!!!!

Disconnect the fuel line and drain ALL the fuel. If possible put the drained fuel in glass container and observe. Lots of "junk" or maybe water? Full with NEW fuel and make sure there is a filter.

Plus it will probably be necessary to remove the carb and clean again.

Thanks cadman I'm on it. That "mechanic" told me it would be fine. Looks like I was duped won't be using he's services anymore.

Sarals good to see I'm not the only one riding.

You are not the first person on this site to have purchased on of those "old wonderful" classics".

As I said earlier this is not a bike you hop on and ride just anytime. If you do not have the mechanical ability to troubleshoot and repair it you had better find someone who does. It is old and lots of younger folks have no idea how to fix it. This forum is a great asset if you are able to complete tasks mentioned. If you are not you have a nice classic old motorcycle to look at.
