What is the purpose of this bracket?

Here's a pic of the bracket that was used in place of the left fork cap washer on my Superhawk. Any guesses as to its purpose? Thanks all!

I had the same question a while back. Was the helmet holder a factory part, dealer installed, or aftermarket? I don't recall seeing it in any parts diagrams.
