68 cb77 fork spacer / rubber up ?

Does the small disc-like spacer that separates the 2 metal fork shrouds install with rubber up or down ? I think up but will fit either way .

Well, I’ve made an executive decision. I put the side with the rubber down as it looked like it was meant to be that way. 🤪
