I don't know about california, or even if it's always this way in Texas, but VIN on my title is the engine number, not the frame number...likely because it's easier and more obviously visible...so if looking for a previous title, you might want to search both numbers...maybe some californian with a titled bike can shed some light...

As far as I know, all pre early 70's motorcycles are titled with the engine number.
