Function of hole in rear fender?

Just curious what this top hole is on this rear fender? It didn't have anything to do with the tail light bracket that was on the bike. Although weren't later models equipped with a little different type of taillight bracket than the earlier ones? Year is '66 I believe, could be a '67.

This is a 1967 fender and did come with the larger than earlier OVAL tail light. ........lm
