I figured it out; I adjusted the handlebar lever adjuster almost all the way out, repositioned the brake arm to angle a bit more 'out', and then poked the threaded screw through the brake arm cam and used the brass adjuster nut on the rod to dial it in. And Yes, I think I do need to screw that brass adjuster down a bit more, but the brake lever feels pretty good where it is - knowing Me I probably will go back and futz with it a little more - turn that brass adjuster In, and then back off the handlebar lever.
But Man what a PITA though! I love how the manual essentially just says 'Yeah, mess with these two things a bit, roundeye, you'll figure it out eventually."
LM - yes I tested the front brake after I adjusted it ,and it's working the way it should, thankfully.
So I guess we can mark this one 'Solved'; thanks guys! Now I'm off to explore the Dark Art of (57-year-old) Carburetion! At least I won't go through the garage wall now if/when I pull in...

Did you see the second pic showing the knob threaded back on the shaft and he says he still doesn't have brake feel at the lever at the bars Geoff?. ........................lm
