Ok I bought a BIKE! I'm going to go take the rider's course, buy bill silver's books, and see what happens.
The bike runs, so that is good! The bike has to idle at a relatively high speed, which is not optimal. Does this mean the carburetor need to be cleaned?
Also, can anyone recommend a good place to buy whitewall tires / new wheels? Mine tires are shot and the wheels are pretty nasty lookin'

Nice looking dream, I really like those later versions with chrome tubelar steering.
First of all, if you look at the search bar and type white wall you will possibly get a few threads about.
Turn the iddling screw a few turn out to see what happens with the iddling speed.
What I do after buying such a piece of history :
I check the oil quality after I drained it, and I'll go with a magnet trough the oil to see what's sticking to it.
I clean the centrifugal oil filter and check for bigger parts (magnet)
put new oil in the engine after everthing is o.k.
check air filter, clean it or if necceary put a new one in.
clean the carb (ultrasonic cleaning prefered), take a good look at the mainjet and other jets,
make sure there are no air leeks in the intake system
check ignition system (timing) carefully
clean the spark plugs or put new ones in
make sure the brakes work and take a quick ride (10-15 miles)
check spark plugs for the color to see if the mixtureis right, make sure it's not too lean.
If the spark plugs are showing the right color I take a longer ride and enjoy.
If the engine didn't run for a long time a lot off debris will come loose in the first 500 miles.
change the oil after 500 miles and make sure you clean the centrifugal filter again.
But that's what I would do, this seems a lot of work, but it's worth it.

Coker tire is the only ones I know of that sells new wide whitewall tires for Honda Dreams.
They look really good but they don't handle real well. I think there were a couple of threads on the subject.
