Would soaking it in carb cleaner work?

Yes, just don't leave any rubber or plastic parts in the dip.

From what I can tell, the only rubber parts are the gasket that seals the upper and lower parts (carb bowl and upper) and one between the outlet of the carb and the carb riser (between the carb and the head). Is there any rubber on the valve that the floats control? I see a small red gasket looking thing but since I cant get the float off, I can't tell what it is made of.

There may be a rubber tip on the float valve if it has ever been replaced, and there may be a small rubber o ring on the idle air screw itself.
Also a rubber gasket on the top of the slide area under the cap.
I wouldn't worry about the float valve, as you will probably want to replace it anyway.

To my knowledge, this has never been performed on this bike before. It is a '63 and it has sat in the garage since the 70's. Who carries the best replacement carb parts?

Best to get NOS Honda if you can find them. Try your local dealer first...if they have been around for a while, you might get lucky.

I want to thank both of you for all of your help! You guys are top notch (as well as this forum)! I am sure that I will have endless amounts of inquiries in the near future as I am really itching to get my bike running. Thanks again for all of your help!
