Hello,
It isn't the starter chain. Either your battery is getting weak, or the starter clutch is gummed up and should be cleaned. Starter chains are always slack.
Remove the stator (I think it's 3 bolts), and just put is aside - don't disconnect anything.
You need to remove the center magnet thingy - take the keeper bolt out, and then purchase a bolt that fits the threads of the magnet. I saw it somewhere on this forum - right now I forget the size. I know it is a fine thread, metric bolt. You thread that into the magnet and it will push it off of the crankshaft. Usually you can just hold the magnet as you twist the bolt in, maybe hitting it with a hammer. It will pop off.
Behind the magnet you will find your clutch. It is an ingenious design that never fails (well, almost never!) - as long as you are using it. There are three "dogs" with small springs behind them. They ride on the crankshaft when the motor is running, but "clamp" onto the crankshaft with the starter needs to spin the motor. The dogs must be free. No need to lube the clutch. Just a tiny bit of oil on the crankshaft, I'd say.
I can't remember right now how the clutch has to come out - I sort of remember three screws somewhere. I'm sure it will be self evident. Clean things up and put it back together. JUST BE CAREFUL WITH THE TINY SPRINGS. YOU WILL NEVER FIND A REPLACEMENT! Too small. I spent more time than I like to admit hunting one down!
