Possible to remove the fork covers?

Is it easy to convert the forks of a 67 Dream to be like this? Is it just a matter of taking off the metal cover?

I'd say you need to install a complete front assembly.
Looks to me like a early CB72/77 front end. ..................lm

Hmmm i was hoping it was just some cover i could take off, guess not :\

I'd say $500.00 for all parts and will need some work and paint. ..........lm

dannnnng, 500$ eh...

Can I at least take off the fender? I cant tell if its stuck to the fork or just bolted on from this diagram.
