Stuck Throttle Cable

Hi y'all.

I wanted to toss this out there to see what you guys thought.

The throttle cable on my Dream is stuck and won't pull out at all at the handlebar when disassembling the grip to get to the end of it. Since I have to rebuild the carb anyway, I figured I'd see what was going on at the carb end when I pull the carb out. Any ideas as to what could be happening in there?

Maybe a frayed cable stuck on the cable outer?
