When you take the switch apart remember those are JIS screws. If you use a regular Phillips bit/screwdriver you can cam out the heads pretty easily.
Kevin hit the nail on the head as to the likely short. Often the insulation gets pulled away from the end that goes into the switch. It happens for two reasons: 1. The insulation shrinks over the years and pulls back; 2. Yanking on the other end of the wires over the years will pull the insulation away from its original location on the wire exposing a section of the copper. Before you cut the wire to fix the problem, try pulling on the insulation carefully to stretch it back into place. You can also get some of that liquid insulation and coat the exposed wire. I have had good luck with both methods.
