petcock lever alignment

Hi. I have removed and cleaned my 67 305 dream petcock and inserted new cork etc from a purchased kit. But the lever alignment is off... Meaning that in the off position one hole is open, in reserve both holes open, and in on position both holes closed.. I am sure I am missing something obvious but can't see it. Please advise.

I don't have one in front of me at the moment but do you have the lever flipped upside down?
