1962 Taillight holder??

This 1962 I am tinkering with seems to have the tail light/license plate holder permanently attached to the fender. I can find no screws or bolts and no obvious welding.

Is this typical for these early bikes??

yes, spot welded. you have to drill out the weld/welds
