I'd avoid that purchase, but not because of the electrical work. usually a new wire harness (which i believe are readily available from several sources) and a bit of focus will cure most of those issues.
I'd say that bikes main flaw is that it was custom made in a manner that would require a lot of faith in God and the motorcycle spirits to keep it from crumpling the engine.
