What Do I have? ID-ing a 305 Dream?
Fender Tip
The 1964 Honda Accessory Catalog shows a fender tip like the one on your bike as Part # UNB-C 72-502 The application was for a C-72 (250 cc) so it would fit a 305 fender. It looks pretty rusted, but may well be worth the time to refurbish as it seems like a pretty rare item.
There will be a title somewhere in your state DMV system for your Dad or brother-in-law if your Dad never put it in his name. Contact the person who does VIN # inspections and they will tell you how to get the title straightened out. VIN # is on the left side of the bike down below the stop light switch.

Frame and engine numbers
That is a very cool frame number indeed.
With a Frame number CA78-1020007 and engine number CA77E-1014086 it looks like Agent Bond may have replaced the engine at some point. Does that sound right?
Normal range for difference between the two numbers shouldn't be more than about 200 units and 6,000 puts things into question.
