The rims on my CA77 are 2.8" front and rear. Is this correct?

The reason I ask is the rims that I received from Apex Cycle are 2.4" ... it's a significant difference and I want to know which is right.

Where are you measuring those rims? The important dimension is the inside one. WM2 Rims are 1.85 inches on the inner dimension. I believe that is what the Dreams used.

The rims from Apex are 1.65" on the inside.
Tom from Apex says they're ok to use.
