Whom is the best motor rebuilder/restorer and where is he and the most important what can I expect to pay?

I realy dont care where as I would have no problem with shipping it. What I am interested in, is someone whom is good and does excellent work(which is very hard these days). I would like to have the motor gone through and over restored to perfection.
I am going to over restore a bike so I will be looking for powder coat people and chrome. I do have a good painter that I have been using for years. I am located in Worcester Mass.
