Honda Dream 1966 CA77 White - Kick Start Issue

Tuning up my deceased father-in-laws Honda Dream. Runs well. The kick start was removed during a mechanical tune-up and cleaning. When I reassembled the kick start - it would not stay in the 11 o'clock position... The kick start wants to rotate clockwise on it own. Presently it rotated clockwise and is resting on the foot brake pedal. with some force - I can pull it back to about 12 o'clock but it won't stay in that position....

Any advise is appreciated.
