Just purchased 305 dream

I just purchased a Honda 305 dream. I had one when I was a kid and wanted one to restore. The one I had was blue, I was told blue didn't come out til 65. Is this true? I found the numbers on the engine but can't find numbers on the frame. Can anyone tell me where they are. What year did they come out with the electric start. The one I purchased is black and I have considered painting it blue thru a color match system. I now have a crazy idea of having it powder coated black or red. What is the opinion on powder coating the bike? Any and all help will be appreciated.

the frame number should be on the left side of the bike, vertically, right in front or actually behind the brakelight switch just in front of the battery box.
