steering stem ca77 quick question

I'm finally getting around to the bike and the steering stem I am piecing back together is giving me issue. New Ss ball bearings and a good greese used. All races have been polished smooth. Is it normal that once you tighten it down its almost sprung loaded? Stops in center then takes a bit of pressure then almost springs either direction? I do not remember anything like this when breaking it down.

the bearing races in the frame head are cocked (not seated fully). sometimes, one can get them to seat after assembly by tightening up the adjuster until the bridge won't turn. back off a little until it turns with some force, turn it both ways slowly, it should loosen up. repeat this a few times, then adjust as per the manual.
otherwise, disassemble and start over.

Ok finally got it. Had to take it back apart for a 3rd time. Not sure what was binding up so easily but got it to turn like butter with no slack. Thanks for the help!
