the mileage part works but the mph part doesn't. the magneto spins, the indication disk has a tab that stops against the arm that hangs over the disc, the springs appears intact but the mph needle shaft does not turn. any suggestions what is up with it?

Hard to tell from the picture but it looks very oily. The speedo mechanism should be cleaned and degreased. The lube could be inhibiting movement.

Is it advisable to pull it apart to clean it, or is that a disaster in the making. The outer top half with the holes in it does not spin because of the stop, so the inside part should spin, is this correct? Also, do you preload the spring or push the needle onto the shaft at zero mph.

The return spring looks toast. It should be a flat spiral and holding the shaft at the stop.

The wire part which is probably what Gman is talking about is bad. I had to take apart 3 or 4 bad units to make a single good unit when I did mine. 2 of them were all wrapped up like that then the other two were flat spirals which created a spring like tension.

That spring should look like the one in my picture below. If it doesn't - it isn't doing the job.......
