Make (or get made) a pin and drill the end for a split pin. The rear footrests are all like that.

Take a look at the pivot design for your passenger foot pegs. Copy that design.

I did some hunting on some industrial fastener websites. It turns out that they are tubular (sometimes called semi-tubular) rivets. They are used in situations where the two fastened items pivot because the shaft of the rivet does not swell as it does on a regular rivet.
