64 CB77 pulled today after 25 yrs
I used Ethanol (E85) to clean out the varnish and sludge, with nuts inside and shook every once in a while for a couple of days, then white vinegar to remove the rust, I think I left that in overnight. Make sure to rinse out with water good. When I did mine I immediately coated the inside with 2 cycle oil to keep it from flash rusting.

Thanks oldstan. I bought some vinegar today and am testing the fuel cap to see how it works. It seems the electrolysis freed up some loose rust and now I have pin holes in the tank bottom. I'm trying to find a welder to spot weld the pin holes but no one wants to touch it due to fear that it will open a can of worms. My last resort is jb weld or a new tank I guess.
