It's not clear to me why some use the sealing washers and some don't? It appears to me that they would all have an equal chance of leaking?

On the bottom.
If ya look at the area and impact of what the one on the right seals ya will see why a thick aluminum washer is there.
The other 2 don't really matter as HONDA changed to steel washers in 1967. ..............lm
